Little Waltham Parish Council is looking for a new Clerk who will also be the Responsible Financial Officer.  The post is for 11 hours a week and is based from home with a requirement to attend Parish Council meetings.

Salary grade LC1 points 7 to 11 (£11.63 and hour to £12.50 an hour) depending on experience and qualifications.  A working from home allowance will also be paid and the successful candidate may choose to join the Local Government Pension Scheme.

Little Waltham Parish is a small rural Parish on the outskirts of Chelmsford with an electorate of just over 1,000 people.  The Council comprises 7 Councillors.  The Parish Council is responsible for allotments, parks, play areas and open spaces and has embarked on a project to upgrade a Pavilion into a Parish hub.  Another area of major concern relates to traffic in the village.

Meetings take place on the first Tuesday of the month (except August) at the Memorial Hall in the village centre and the Clerk is expected to attend those evening meetings.

Duties will include but are not limited to:

  • preparing agendas and documents for the Parish Council meetings
  • attending meetings and taking the minutes
  • preparing and receiving correspondence on behalf of the Council and communicating with residents
  • helping the council set its budget
  • maintaining accurate accounts
  • advising councillors on matters relating to Council business
  • maintaining the Parish Council website
  • liaising with allotment tenants
  • assisting the Council in progressing its various projects including the ongoing Pavilion project

The successful candidate must be capable of self-management, reliable, have flexibility to work the hours needed to fulfil the role and be responsive to both Councillors and residents. The successful candidate must be computer literate, well organised and possess excellent verbal and written communication skills.

Although experience of working in local government is desirable it is not essential. Training is available through the Essex Association of Local Councils. The Parish Council has a training budget and would also apply for appropriate bursaries to meet the cost of training.
